Update IOS10 to IOS12
I have an iPhone SE (2017). Is there a way for me to still update from IOS10 to IOS12? (without risk!)
No. You can only update to the current version, which is 14.0.1.

You can not update to iOS 12, but you can update to iOS 14.0.1.

14.0.1 is current.
As long as you back up your phone before you attempt to update, there should be no significant "risk".
