Can i top-up my USA apple id balance and use it fully to place a preorder for the new iphone?

I kinda need a specific answer to my question. As apple support also mentioned that some products can not be purchased using alone Apple ID balance!
i meed to know for sure if i can buy the new iphone using fully and alone the amount i am about to top-up
