Function keys stopped working as expected

My function keys stopped working as expected even though the setting "Use F1, F2, etc. keys as standard function keys" is turned on in keyboard preferences. I do not care to assign the function keys -- I just want them to work as indicated by the symbols on the keyboard. This applies to both my Magic bluetooth keyboard and the built-in keyboard on my MacBook Pro.
