Can I use Target Disk Mode with a Macbook Air that won't boot up?

I'm trying to retrieve the data from a computer that fails to boot up, no matter what fixes I try on it.

I want to know if it's possible to use this Target Disk Mode method to retrieve the HD data even if the computer won't boot up. If not, what steps can I take to retrieve the data from my recently deceased Macbook Air?

Any push in the right direction would be greatly appreciated. Thanks.

All you can do is try it: Transfer files between two Mac computers using target disk mode - Apple Support.

If that doesn't work, some MacBook Air models have removable flash storage modules that can be installed in an external enclosure. Identify your MBA: Identify your MacBook Air model - Apple Support.
