why doesn't the apple website offer the ability to purchase an iphone 11 pro max on line? I only see the iphone 11 offered?
The iPhone 11 Pro and Pro Max are discontinued. You may be able to still find one at an Apple Authorized Reseller. Best Buy in the United States still seems to have some in their online store.

On the 13.10.2020 Apple had an online event (Hi, Speed) where they announced the iPhone 12 mini, iPhone 12, iPhone 12 pro and iPhone 12 pro max.
Therefore for iPhones on their UK Apple online store, these are the options unless you wish to buy refurbished:

iPhone 12 mini £699
iPhone 12 £799
iPhone 12 Pro £999
iPhone 12 Pro Max £1099
The 12 Pro Max is a significant upgrade with many great features like a significantly better display, 5g and MagSafe but if you wish for the 11 Pro Max, it is still available at some other retailers like Amazon.
