I am having trouble extending my display
I'm following directions, but there is no Arrangements tab under my Displays icon.

If there isn’t an arrangement tab, then it doesn’t see the monitor.
You need to use the thunderbolt port. macOS doesn’t push video over USB.
You will need a thunderbolt to DVI, HDMI, DisplayPort, or VGA as appropriate for the monitor.
