Assuming that you mean that you forgot the passcode or the device is disabled, see this for help and instructions. You will need to use a computer in order to unlock it.

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

If the device is activation locked, see this.

Turn off Activation Lock - Apple Support
