I am trying to reinstall macpro lion X OS with disk utility v12.1.1 and I am unable to format the drive using apfs format but the only option available is "Mac OS Extended (journaled)
how can i get the disk utility to reflect APFS format?

Boot into Internet Recovery Mode (Command + Option + R) and use Disk Utility to erase the whole physical drive using these instructions:

ok, i ask this because this notebook was given to me and it came with the original disk, the person that owned this is no longer around. Is there a way to rebuild this box without the Apple ID and if not would I need to contact Apple directly?
