iPhone 7 won't update or restore - error 4013 and stuck in device recovery mode

I have tried all suggestions to fix the 4013 error I keep getting. Nothing has worked and my phone is stuck in device recovery mode. I've tried holding down various buttons and counting to 8 and then 20. No dice. I have a very nice paperweight that is holding my information hostage. HELP!
