iTunes balance

Hello, could you please help me with writing off the balance in my iTunes account. I want to change the county in Apple store and iTunes, but due to unused balance on account I cannot do it. The thing is that I cannot top up my account, as I moved to another county and do not have UK card anymore, and my Kazakhstan card is not accepted for payment in Apple store and iTunes.
