How do I obtain the separate iMessage iCloud back up that was automatically made when iphone back up settings were turned to off?

There is no "separate iMessage iCloud back up". If you turned off - Keep all your messages in iCloud - Apple Support, then your messages can possibly be restored from a backup providing you made one.
