My apple card + appstore

So, im trying to get a FREE APP. and it keeps saying that my payment is declined. i tried replacing the card and switching it out and it keeps saying its not working. this happened to my other phone aswell, so i rarely use that one. it keeps asking for verification, i do it and then it says failed. please helpppp
