It amaze me that few still rely on "file extensions" nowadays. Anyways...
".bin" can be a visual reminder that the file is a legacy macOS binary file. It could be something else. A search on the Web can give few hints on how to extract the file. The manufacturer of the router can also provide more information.

I'd guess that you don't open it you just install it on your router.
Normally, you wouldn’t open it. The Router’s firmware update software would just read it as is.
