So, your iPhone 7 Plus, running iOS 13 something, doesn’t even show the System Update item!
Is this iPhone a corporation’s or other institution’s iPhone, so it might be managed by said organization?
Using Management tools is the only way I know of whereby such options can be “hidden”, like this.
