How do I download apps outside of App Store?

Whenever I try to download something from Safari it just says “Unable to download X”, is there a setting that prevents this from happening?

Downloads When I try to download third party apps, I click the arrow in upper right hand corner and it always shows that the app is stopped, then an error message saying that Safari cannot download this app because it has not been created. What can I do to download apps that I want? Thanks.

You cannot download apps from anywhere else.
