We understand that there's an issue with your voicemail volume being too low, but it works as expected when your use earphones.
First, do you have a case or cover on your iPhone? If so, does removing it make a difference? Are any other apps affected?
Let's also have you go to Settings > Sounds & Haptics. Under the section Ringers & Alerts, is Change with Buttons enabled? If not, go ahead and turn that on, then try to turn up the volume while listening to a voicemail and see if that helps.

Since the other steps didn't work, you should also make sure that your iPhone is also running the latest version of software, which is iOS 14.1.

response to initial guest question was inadequate. I enabled “control volume with buttons” in haptics and turning the volume clear up made no difference. speaker volume of voicemail still could not be heard(very faint) but works fine with earphones. I believe this is a software glitch as i remember voicemail working a few software upgrades ago
