Not accepting ViSA card
Why do I get an error message when I try to add my VISA card as authorized payment ?

It looks like you're trying to add payment method you already have set up in Wallet, for iTunes, do we have that right?
Does your current physical location, match the location the card was issued from, and your Apple ID region? You can find information that can help you check the region for your Apple ID on the following page: Change your Apple ID country or region
