Locked how?
- Activation lock?
- Carrier lock?
- Don't know the 6 digit passcode?

You need to contact Apple using the Contact Support link at the top of this screen. This forum is user-to-user.
If you update to iOS 14, then go to Settings/General/About it will tell if the phone is unlocked. If it is locked you will have to contact the carrier it is locked to and ask about their unlocking policy.
