Iphone 11 recovery mode

I have an Iphone 11 and I forgot my passcode. I have tried to put it in recovery mode but when I do, the emergency toggle on the screen acts like its going to call 911. I do not need emergency services, I need to put it in recovery mode. How do I do this?

I also tried to erase it by location on icloud.com but it wont reset my phone without internet- which the disabled feature seems to remove.
