If the iPad is new - unused and not previously activated - you will be able to purchase and activate AppleCare+ coverage directly from iPad Settings. From initial activation, you have a maximum of 60-days to activate AppleCare+; the iPad will run self-tests to verify eligibility.

Alternatively, you can purchase AppleCare+ either online, or from an Apple Store. The device will have to be inspected/tested to confirm that it is new/undamaged.
