How do I fix my Mac so that the Keyboard and Mouse work during normal startup?

You may be launching something in normal mode that is interfering with their normal operation. Disable all auto launch on boot apps.
The only application I had that opens automatically on Log in was Dropbox, when I look at Settings-Users & Groups, but I thought that there was frequently a long list of log in startup files. Am I looking in the right place?
I guess I need to re-post this in the IMac group. It is a desktop. I heard that using a plug-in keyboard and mouse would work, but after spending $30 on one, it didn't help, even though the computer saw it for a few seconds.
You posted in the MacBook Pro community but your profile indicates you have an iMac. Please provide your system details and whether or not the mouse and keyboard are built-in or wireless.
