Develop in Safari
I have a screen shot of Enable Intelligent Tracking Prevention Debit Mode with a check mark. What is this for and should it be disable?

The quick answer is that it is not checked by default.
Debugging in general creates additional logging activity that is certain to cause some performance degradation, but it might not be perceptible. So if you don't want it to affect Safari's behavior at all, de-select it.
