I can update my shipping address, add or remove credit cards but can't simply update my payment address using any of my apple devices.
I don't think you should have to change the credit card. Contact iTunes Support for assistance. See the Apple Support articles below for contact information.

What happens when you try? Error message(s)? More information would help.
Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page. If you have a subscription, you need to add the new card, and then promote it to the primary payment method before you can remove the old card.

I can access the screens you're referencing. When I get there and click edit it takes me to the options to add or remove a credit card/payment method. If I hit the back button I am back on the edit page but changing the billing address tied to my account globally doesn't seem to be an option. The same is true if I go to appleid.apple.com where I was able to change my shipping address, but my billing address on the same screen is not editable.
So maybe my actual question is, do I have to change the credit card tied to my account to change my account's billing address? I recently moved and was simply trying to update the address.
How can I simply update my payment address?
