I can't use my actual birthday on my Apple ID

My birthday currently says it's September 28th, 2010... Which would make me 10 years old. I can’t do a majority of the things I need with my Apple ID because my phone thinks I’m too young. My actual dob is September 28th, 2002 (18) But it won't let me change it to that and says it has to be a valid date of birth. I have ID that proves my dob. Is there anything I can do?
