XR won’t make or recieve calls

My 2 month old XR will not make or recieve calls . When i make calls it either is a failed call or it won’t connect . When anyone rings me they get the engaged signal , or unavailable and then i get a message saying i have a missed call and my phone hasn’t even rung . This is indeed an issue as i am required to answer calls from currently ill family members that need support .

I have even switched providers in the last week and it still occurred . I have completely reset my phone and wiped it clean yet it still happens . I have a paid $1300 upfront for a phone and i expect it to work . I feel like the phone is a dud or is this is a reoccurring issue for this phone ? . This is greatly frustrating and does anyone have any fixes if they have experienced this ?
