I am not sign in icloud account why

Each iOS device is limited to having three free iCloud accounts. This is a function of the hardware and you cannot change it no matter what you do. You can create another iCloud account on a different iOS device or create the account on a Mac. After you create the new account, you can sign out of the old account on the device then sign in using your new account.
