iOS Books (v. 14) Notes Highlights/Notes Not Syncing to macOS Catalina Books (v 2.4).

Highlights/Notes do not sync in either direction, that is they do sync not from iOS to macOS and do not sync from macOS to iOS.

I do not use iCloud to manage the Books at all. Everything is done through Finder to sync up books and the rest of the programs (Photos). Note that Finder replaced iTunes for sync in this macOS Catalina.

New books added to Books in macOS Books do appear in iOS Books and books deleted from Books in macOS Books do get removed in iOS Books, so books themselves are syncing. The Highlights/Notes do not sync.

I have tested adding a new book in macOS, adding highlights in macOS, syncing, and does not do it. I have also tested adding a new book in macOS, syncing, adding highlights on either macOS and/or iOS, syncing again, and does not do it.

I have attached screenshots of the settings.

Note that I do not want to enable iCloud sync for Books. I do have iCloud sync for Drive enabled.
