You may try to turn off background app refresh:

Settings > General > Background App Refresh then disable the app.

Also you may disable the cellular usage of the app:

Settings > Cellular Data or Mobile Data > Scroll down and find the app and disable.

Ps: If you are not able to find the app following above steps, download it again then follow the steps.

After that Settings General > iPhone Storage > The App > Delete it there (it will be deleted with datas in it with this way)

I thought I have turned off both Background App Refresh & Cellular Data for most apps except for Phone & Find My iphone (by my choice), but I checked them again as you suggested, which they were. Then that made me wonder why Stocks App icon still exist in those setting. Then I followed your advice " Settings General > iPhone Storage > The App > Delete ", then I no longer see Stocks App on Background App Refresh or Cellular Data section. I believe I won't lose any more data allowance on unwanted apps, thanks to you!
