Camera being used by another app on Facetime

When I'm on facetime, the phone will randomly say "Camera is being used by another application". I cannot see the other person and the other person cannot see me. I closed all apps and restarted the phone, turned off camera in screen time settings. I feel like I've done everything and nothing works. Even when I try to use other apps that use camera, the camera is blank. This is so annoying and iOS 14 needs to be fixed.

We found FaceTime Camera: "Your camera is in use by another application" message which addresses this specific error message. If you continue to experience this, we would also recommend making sure that your iOS is up-to-date using Update your iPhone, iPad, or iPod touch.
