Can an Unlocked iPhone 12 first be used on ATT and then moved to Verizon?

I am considering purchasing an unlocked "simless" iPhone 12. I want to activate it first with ATT but will be moving to an area that only has service with Verizon. Will I be able to transfer the service to Verizon without needing to buy a new phone?
