What doesn't work. I just tried it on my iPad Pro 11 and it appears almost the same as what I posted for the iPhone. It has to be done with Safari and once you take the screenshot, you need to tap on the thumbnail of the screenshot to be able to edit it. Here is the screenshot I just took.
I just attempted a screenshot with Safari on a webpage. I also checked the iPad User Guide regarding screenshots. Take a screenshot or screen recording on iPad - Apple Support The guide does not indicate if it works with other web browsers, and I do not have Chrome on my iPhone to test it. However, once you take the screenshot, you can go into edit mode and crop, however it does not allow you to crop out things in the middle of the shot. The crop does like all crops I've worked with in other programs as it just allows you to select what to save in a continuing run.
Safari only. *sigh* I always forget Apple is a hardware company.
Yes, that is correct, which is what I reported to the original OP. It has always been that way. And using Safari once if you happen to need a full website pdf shouldn't be too difficult.
The unfortunate thing is that not everything that scrolls is in a browser. And it's not a PDF that I want. I shouldn't need to jump over to Safari. It's just poor UX.

Janky third-party apps are the only option if you can find one that does what you need. My frustration is that I spend equal time in iOS and Android. And if I lost my iPad Pro today I would buy a new one tomorrow. But it is a chore to work in when it comes to some very basic functions compared to my phone. *cough* file management *cough*
Contrast this thread to the Android platform team's response when they had to pull this exact feature that existed for years and rebuild it for the latest version (11):
"Rather than cranking out a quick hack that works for one or two hand-picked apps on a particular device, our goal on the platform team is to build this in a way that _any_ app can plug into"
There are people that feel the need to explain it and justify it. But in the end, people are paying premium prices for Apple hardware and not getting software capability that has existed for years in the market. At this point, I would GLADLY pay for an OS update if it enabled more native feature capability.

It does not work that way on an iPad on 14.2.

When on a website, you do a regular screenshot. When the screenshot appears in the lower left corner of the screen, tap on it. Once you do that, you should see the option to select Screen or Full Page. Select Full page. You do not have to scroll anywhere. It will capture the entire page at that point. Then tap Done. You can see the two choices in this screenshot.
The introduction of a full page screenshot was built around Safari and the ability to screenshot an entire page. It never was advertised as a full page screenshot for everything. Apple designed it to save as a pdf. If you would like to see Apple expand the abilities of this full page screenshot, then you can provide them feedback here, Product Feedback - Apple
