trying to do a update and keeps throwing a error #4000

I can not turn on my wifi on its greyed out and when trying to turn bluetooth on it is just spinning so I messaged in yesterday and they told me to connect to the computer to do a update and I have been trying to and it keeps throwing a error #4000 I have went through all the steps to try to fix the problem and its still accuring.
