The software for Apple TV was corrupted during download

I am restoring known good Apple TV's, and getting the above message.

I have tried this at my work network, an open network and my home network from my laptop running Catalina, as well as from my desktop running mojave, and get the same message every single time on 2 different tv's.

Please help.
