Family sharing

So my question is simple, Family share, are we able to go in on the account manager account and remove and restrict certain family members from re-downloading the apps. If not, need to make it to where in the family manager account you can see and edit children’s phones on the account, seeing how these apps can occur really high charges. The family moderator should be able to protect their kids from certain apps and things like that.
