The only free AirPods promotion in the U.S. that I am aware of was the 2020 education offer and that expired on October 12, 2020. See details in https://www.apple.com/promo/pdf/EN_US_BTS_FY20_TandCs.pdf
There is currently a free AirPods offer with an iPhone purchase in India.
