I choose to use iCloud Photos, but now I am looking at all my family photos and now that I try to download them back to my iphone it tells me it cannot be done as it is trying to download ALL the photos in iCloud, but I only want to retrieve mine. HELP!!!

yes I do; maybe I didn't explain well. I used to have all my photos in my phone and it was OK, then for some reason I decided to try using iCloud Photos and checked this option to release more space in my phone storage; however now that I want to see a pic, I'm not only seeing my pictures but the pictures of my wife and kids and this is annoying; this is why I would like to move my pics back to my phone, but when I try unchecking the iCloud Photos box and ask to download them back into my phone, it tells me this can't be done because it is trying to download the whole photo library. Now I don't know how to move back to where I was
It looks like at one point someone logged in and and when presented with the notification decided to merge the libraries. Only way to get rid of the unwanted photos is to go in and weed out which ones aren't yours and remove them.
Yes, their photos should still be safely stored on their device/iCloud as is yours.
It may not be able to be returned to the device if the device doesn't have enough storage space on it. Do you know how to check this?
Are you sharing an Apple ID with your family? Or are you referring to sharing photos with them? I'm not following.
Yes, we used to share the same user but now we all have a different one and now we are using family sharing. My wife and daughter also use iCloud Photo, this is why all of our photos are mixed
