Find my Iphone Not Locating?

I had my iphone stolen from my house in Indonesia and the FMI fearure is not locating it. I have two pnes and it is not able to locate either. What can I do to activate FMI or retrieve it?

I Phone, iPhone OS 3.1.3

Unless the Find my iPhone feature was turned on when the iPhone was misplaced/stolen, you are out of luck.

This is not an on demand feature that can be turned on at will, it MUST be left on at all times to be of any use when needed.

As the previous poster stated, if the SIM card has been swapped or the iPhone powered down, then you will be unable to locate the device. It is also highly likely that the device has been restored and set up as new via iTunes at this point which makes Find my iPhone useless.
