My account balance isn’t showing or being charged?

I had $41.95 balance on my apple ID from a gift card I received. It’s not showing in the app store or iTunes and rather than the balance being charged, my visa is when I make a purchase.

iPhone 6, iOS 12

Have you tried signing out of the App Store/iTunes, restarting the device, and then signing back in?
