Restoring apple wallet icons

Apple support indicates that if you sign out of iCloud, your credit cards and passes are removed. "If you sign out of iCloud in Settings > [your name], all your credit and debit cards for Apple Pay are removed from iPhone. You can add the cards again the next time you sign in with your Apple ID."

I suspect that is what happened with you, when you were setting up your Face ID?

What do you mean by icons? Are you referring to your credit cards? They would have to be added back if you turned off your passcode, which removes them from Wallet. When you say you turned off Wallet, how exactly are you doing this? The only switch in Wallet is to turn off Apple Cash.

You needed to have them to add them to start with. If they were from a store account, they generally have the ability to get them through their website. Not knowing exactly which ones you are referring to, I couldn't say for sure.
