If your iPad is disabled, or you have forgotten your iPad passcode, you’ll need to follow this process:
If you’ve forgotten the passcode on your iPad, or your iPad is disabled – Apple Support
You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS). If your PC/Mac doesn’t recognise your iPad when connected, this support page may be helpful with troubleshooting the problem:

If it is disabled, you must use a windows or Mac with iTunes (or finder if MacOS Catalina) to erase and restore it. There is no other solution. If not backed up in iTunes or iCloud, your data will be lost. There is no alternative to that - the only way to reset a disabled device is to erase it.

I have tried what the link describes many times and it doesn’t do anything.
Including using recovery mode?
I am having the same issue! I have followed the instructions, (using finder on my Mac) have attempted both restore and recovery and iPad will not do either. I’m stuck in nothing works land.
