Apple is not here, just fellow users. Apple Stores are owned and operated by Apple, and are not franchises. Only Apple makes a decision to open a store where market conditions would warrant a storefront.

But you might be able to become an Apple Authorized dealer, if not an Apple Store. But really, we don't know who to talk to. I would start with Apple Sales and Marketing for Asia.
