I have bought my ipad form someone else and they have forgot the id and the passowrd of there apple id and lost the iphone in which the apple account of my ipad is linked with so can you help me by removing the activation lock please

The previous owner has to log out of iCloud or go to https://www.icloud.com/find/ and erase the device, then remove it from their account. If you can’t do that, the device is useless. Apple won't unlock it.
