I opened my files app and it keeps saying iCloud Drive is loading and it has been like this for hours. And I have lots of essential and important stuff that I saved there and now I can’t see any of them

• Turn OFF Low Power Mode in your battery settings.
• Use a good reliable Wi-Fi
• Try not to use your iPhone unnecessarily (leave it idle)

That should help you fix the issue.

In the meantime if you have a computer, go to iCloud.com on a web browser and access iCloud Drive from there, if you want to access some data urgently.

I see that your carrier signal is only 3G. That is really slow.

Instead of using Mobile Data, try to connect to a stable Wifi connection.
