You iPhone is probably trying to perform an update, yet, it is stuck in a boot loop. So, try completing the update, using the following methods.

Two Major Steps: - Update then Backup - Perform the following in the Order Provided

I. Updating the iPhone:

A. Connect the iPhone your your Computer

B. Force Restart your iPhone, while it is connected, 

1. Press and quickly release the volume up button.
2. Press and quickly release the volume down button.
3. Press and hold the side button.
4. When the Apple logo appears, release the button

C. Don't release when you see the Apple logo. Keep holding until you see the Recovery Mode screen.

D. Choose Update when you get the option to restore or update. iTunes will try to reinstall the iOS without erasing your data.

II. Backing Up the iPhone:

Make a backup of your iPhone using iCloud or your computer, that way you can have something to restore it from, should anything go wring with the install.

Are you able to take a screenshot of this error? If taking a screenshot is not an available option, can you take a photograph of it, and then attach it as a reply? Please leave out personal information, by covering it with a rectangle, using the Photos app.

Where are you seeing this error, on the iPhone, a computer with iTunes? What version of iPhone and what version of iOS are you using? If using a computer, what version of iTunes? Please do not just say, "the latest", please be precise and indicate the version numbers.

I have this same problem:

I am using a PC with Windows 10, iPhone 8, just updated iTunes (version 12.10.10)

I never get to the Recovery Mode screen. I just get a picture of the power cord, arrow to plug into the computer.

Getting into Recovery Mode:

1. Install: Latest version of iTunes (Version: 12)
2. Restart: PC
3. Open: iTunes
4. Plugin: iPhone
5. Then... Locate and view your connected device on your computer
6. iPhone 8 or later: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the recovery mode screen.
