Series 6 (watchOS 7.02) Watch intermittently transferring workouts to iPhone 11 (iOS 14.0.01)

I've had the new watch for about a week. I have taken 6 Outdoor Walk workouts, 5 with Open Goal, 1 with Distance, 2 of the workouts have transferred to the iPhone. Any ideas why all of the workouts are not transferring?

See If you're missing Workout GPS routes or Health data after updating to iOS 14 and watchOS 7
