My app and iTunes Store is disabled by Apple , how can I fix that? I have contacted Apple

I have read their support pages today. I am trying and very frustrated. I have spent almost all day today doing this .
Apple accepted money for Apple Pay card.
I don’t understand. Why would Apple except payment for their Apple Pay card , and still not allow me to even download the Apple Suport App?
