Thanks for posting. If we understand correctly, your iPhone may be disabled due to a passcode issue, and you've been unable to restore it. Is that right?
If you've already installed iTunes for Windows, you should be able to use the steps in this link to erase the iPhone without needing to enter billing information: If you forgot the passcode on your iPhone, or your iPhone is disabled. After erasing it, you can restore data from a backup if available: Restore your iPhone, iPad, or iPod touch from a backup. If you sync content to iCloud, you can recover that after restoring the device by signing in under Settings > [name] > iCloud and turning on the services you use.
