Why is Blood Oxygen and ECG not available when setting up Apple Watch for family member?

I purchased an Apple Watch 6 for my father and setup as family member watch (he doesn’t have an iPhone). I was disappointed to find out ECG and blood oxygen monitoring is not available when configured as a family member watch. Will there be a software update in the future to add these features?
