if I change my apple ID to a different email address will all my pictures and information still be available on iCloud?

Yes,

The apple ID will still be the same. It will just have a new "username" all the information will remain.

What to do after you change your Apple ID or password - Apple Support I suggest doing this before you change your Apple ID.
