Please let me know if there is a way to reset this iPad.

I have an iPad that I bought online. After receiving it I believe it was either stolen or they did not take the proper actions on resetting it. I’d like to either get in contact with the previous iCloud owner or unlock the iPad. Any thoughts?

Activation Lock Problem

If you purchased the device second-hand, then it is useless without the Apple ID and password to which it is locked. If you don't have it, can't remember it or cannot get it, then the device is useless to you. Try to get your money refunded, if you can, or take it to an Apple store for an exchange provided they will help you. If you are the original owner, then take the device, a copy of your purchase receipt and identity proof to an Apple retailer where they may be able to assist you. For a deceased owner see How to request access to a deceased family member's Apple accounts - Apple Support. Note: there is no guarantee that anyone can gain access to the device.

Here are the Apple support pages that outline the Activation Lock - and the only mechanisms by which it can be turned off:

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, or unless you can secure the cooperation of the previous owner, you’ll not be able to defeat or bypass the Activation Lock. Without documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple won’t assist - and nobody here will be able to help you.

Sorry, but you’re out of options.
